State Representative Trey Kelley of Cedartown has been recognized with the Legislative Champions Award by the Georgia Pharmacy Association (GPhA). The award acknowledges his efforts in supporting independent pharmacies and facilitating the passage of House Bill 196 during the 2025 legislative session.
Rep. Kelley expressed his gratitude for the recognition, stating, “Independent pharmacies play a vital role in the health and well-being of our communities, particularly in rural areas across Georgia, where access to healthcare and pharmaceutical services can often be limited.” He emphasized that HB 196 promotes a fair reimbursement model aiding local businesses to continue serving patients effectively. Kelley also thanked Governor Kemp for signing the bill into law.
Ben Ross, PharmD, Immediate Past President of the GPhA Board of Directors, praised Rep. Kelley’s work on HB 196, noting its significance for all pharmacies in Georgia. “House Bill 196 was not just a win for pharmacists; it was a win for the millions of patients in Georgia whom these independent pharmacies serve,” Ross said.
The legislation signed by Governor Brian Kemp on May 14, 2025, aims to improve reimbursement practices for pharmacies under the State Health Benefit Plan (SHBP). It mandates that reimbursements are based on the National Average Drug Acquisition Cost (NADAC) and requires insurers to offer a professional dispensing fee aligned with payments under the Social Security Act.
The Georgia Pharmacy Association represents pharmacists and pharmacy technicians across Georgia. HB 196 is set to take effect on July 1, 2026.
